Accented letters becoming Chinese characters

A few months ago, I noticed certain programs such as iTunes and Rainmeter started to input Chinese characters where accented letters should be.
Although I do switch between English and Simplified Chinese keyboard inputs, all of the language settings on
my computer are set to English.
I have also double checked to make sure that the language for each of the programs having this problem is set to English as well.
Does anyone have any idea why this is happening and/or how to stop it?

A side note - I believe the problem started while I was in China this summer.
iTunes updated in Chinese rather than in English, but I've since then uninstalled/reinstalled the program and am still having issues.
As I mentioned earlier, this isn't an iTunes
isolated issue, but occurs in other programs as well.
