Cannot open Internet Explorer - version 10 or any other.

My Internet Explorer will not work.  I have downloaded version 10 several times, but no Internet Explorer version will open.  My Firefox works, but Explorer will not even open anymore (since about a month ago).  Explorer files now have a .mui extension
on them I cannot get rid of and they will not open.  Is Firefox doing something to keep me from opening Explorer, or is it my Norton 360? 

I am not sure how to get back onto this site to even check an answer, I have been trying to do this on my own, I hate it when something on my computer does not work, but I could not figure it out.  I would just delete Firefox, but I don't want to lose my bookmarks
and since I cannot open Explorer to import them, and don't know if deleting Firefox is the answer anyway, I didn't do it - also I don't want to be without any browser at all!

Download SmartPCFixer to Fix It (Free)

Delete your browser history,
Click the Start button on the Taskbar,
Click on Control panel,
Click on Internet options/ General section/ Delete button
Check All of the boxes and Uncheck the very top box,
Click on Delete.
Reset ie9 or ie10 manually,
Click the Start button on the Taskbar,
Click on Control panel,
Click on Internet options,
Go to the Advanced section,
Click on Reset button on the bottom,
Check the box to Delete personal settings,
 
Open Internet explorer,
Use the recommended setup and install options when prompted,
When prompted that there are Add-ons ready to be Enabled click on No,
Test with the site your having issues with first before enabling any add-ons.

Also Use No Add-ons mode/ Click Start and type in the search box,
Internet explorer/ click on the suggestion or it’s located at,
Start/ All programs/ Accessories folder/ System tools folder.

Note: It is recommended that you back up your files and folders before attempting this step:

• Move the mouse cursor over to the upper right side of the screen.
• A menu will pop up on the left. Click on the "Settings" feature on the menu.
• On the Settings window, click on the "Change PC settings."
• Now, left click on the "Update and recovery" feature.
• For the next step, left click on the "Recovery" feature.
• There is an option here saying "Refresh your PC without affecting your files." There, left click on the "Get started" button.
• Now, follow the instructions on the screen to finish the Refresh process.
• After the Refresh process has finished restart your Windows 8.1 or Windows 8 device.
