Can't use encrypt document in microsoft excel 2007

Why can't I encrypt file in microsoft word/excel 2007.
I clicked on Prepare and saw the Encrypt Document function there but for some reason it was block and I couldn't be able to click on that.  Did I miss anything and how I can using that function.
Can
you guys please help.  Thank you so much.

Did you perform a repair of Office as suggested in the previous post.
 
You may also run the ‘Fix it’ from the following link to remove all installed Office components and then try reinstalling Office 2007.
Once Office is installed try opening Office applications and check how they work.
