Cannot get my homepage to change. - Keeps going back to the Distributel page when I open Internet Explorer

My IE homepage continuously shows up as a Distributel homepage.
It is not my IP anymore.
I have tried to change it to MSN.ca many times in the tools, internet options page,, but, it just keeps going back to the Distributel page when I turn on the Internet.

Which version of Windows? (Including SP level- e.g.  Windows 7, Vista SP1, XP SP2 , 32-bit, 64-bit, etc.
Right-click Computer/My Computer> Properties to obtain this information)
Which version of Internet Explorer? (From IE> Help> About)
In IE> Tools> Manage add-ons (Show: All add-ons) is there an add-on from Distributel? If so, disable it.
Next, a number of security programs protect your homepage from being changed by spyware and hijackers, but also prevent you from changing it.
Spybot Teatimer is the most well-known culprit but there are others.
See if you can change the homepage after starting up in Safe Mode (most security programs will not load in Safe Mode.)
Start Vista or Windows 7 in Safe Mode

Using Windows troubleshooter:

• Click on Search on Charm bar and type Troubleshooting. Click on the very first option.
• A new window will open. Click View all from the left pane.
• Scroll down to the bottom and click on Windows update.
• Troubleshooter window for Windows update will pop up. Click on NEXT. It may ask you for administrative permission.
• The troubleshooter will automatically detect problems and fix it.
• Now, close this window and try download/install the app which was previously showing error.
