After Modern app is open, unable to drag to close

Ever since 8.1 Update 1, I've been unable to drag my apps to close them after the title bar has auto-hidden.
I'm also unable to go to the top left corner of my screen and see all currently running apps.
Is this a "feature" or is something wrong?

I ran SFC, and unfortunately, it found nothing wrong.
Luckily, the most recent Windows update seems to have fixed the problem.
